Once deciding for Innos' path at the shrine inside the monastery (Nordmar), pay Rhobar a visit, who will give you the scepter of
Varant. You can also retrieve it by killing Rhobar (and the quest will also succeed this way). This is the way to go, if you intend to follow Xardas or Beliar.
